The second foundations lesson for anyone stepping onto a site before any GPR or EM equipment is powered on. Why this lesson exists

The most expensive mistake on an early-career scope is treating the geophysics pass as the work. On most residential and small-commercial sites, the surface already tells you what is down there — flags, paint, fixtures, patches, depressions — and ignoring that vocabulary wastes geophysics time on segments the surface already read. This lesson is the on-site counterpart to Foundation 01: the visual indicators and the structured pre-sweep walk that turns the demarcation framing into a sequence.

Intended audience
The lesson is written for someone early in a locating career — or stepping onto a project team that has the 811 framing from F01 but not yet the on-site counterpart.
  • Entry-level field technicians taking their first residential or small-commercial walk and learning what the surface already tells them before the GPR cart is pushed.
  • Customer-side intake staff answering the kick-off call who need a vocabulary for what a pre-sweep walk actually produces when the equipment stays in the truck for the first hour on site.

Conceptual framework

The surface vocabulary a private locator reads first

The pre-sweep walk reads nine indicator categories visible above grade — utility marker flags, APWA paint codes (eight colours), manholes, valve covers, meter pits, irrigation boxes, pavement patches and trench-cut scars, sidewalk depressions — plus a family of subtler at-grade reads. Reading them as a vocabulary, not a checklist, is what keeps the on-site sequence honest when the surface is contradictory.

The nine indicator categories are the at-grade signature of buried infrastructure on most residential and small-commercial sites. Utility marker flags are the most informationally dense because they carry the utility category in their printed colour; APWA paint carries the same information in a different medium and degrades faster. Manholes, valve covers, meter pits, and irrigation boxes are permanent fixtures and survive years of wear; pavement patches and trench-cut scars are the surface signature of a prior repair and a positive indicator that something is (or was) beneath; sidewalk depressions are the same indicator in a different host medium — settled concrete where the underlying base failed because a trench was cut beneath.

Reading the vocabulary as a single sequence rather than nine separate checks is the point of the entry-level lesson. Faded paint plus a fresh flag is one positive indicator, not a degraded one; the 99/98 post-dig verification step that confirms marks remained legible through the project belongs to the same sequence rather than as a separate closeout activity; a degraded manhole cover that has been paved over is still a positive indicator that needs potholing before any excavation crosses the centre. The lesson that follows treats this as a vocabulary the field crew carries into the perimeter-to-interior walk, and as the language the report uses when the geophysics pass is done.

Reading flags and paint as the same vocabulary
A flag and a paint mark are two media carrying the same information: a utility category was located here. Treat them as a single reading, with the freshest, most informationally dense medium leading.

On a typical residential site the locator places a flag and a paint mark together. The flag carries the colour-encoded category to the visual edge of the walks; the paint marks the ground for the next crew. If only the flag is visible because the paint faded, the location is still confirmed — but the flag alone is the weaker of the two readings because flags are pulled when projects close, while paint persists. Reading them as one vocabulary, and closing out with the 99/98 step that confirms both, is the entry-level skill the lesson is built around.

Procedures

From the pre-field hypothesis to the closeout verification

The on-site workflow for the pre-sweep walk follows three short phases — pre-field 811 and records review, the structured perimeter-to-interior walk, the closeout photo log and 99/98 verification — so the surface reading the customer receives at the end is the same vocabulary the team read at the start.

PHASE 01
Pre-field 811 + records review
A working hypothesis of what the surface should show — utility categories, expected fixture density, expected paint wear — written down before anyone arrives on the ground.
  • Pull the 811 ticket response before mobilisation and list the utilities the locators marked: electric, gas, water, communications/CATV, sewer. Anything absent from that list is a candidate for surface indicators at the demarcation.
  • Skim available records (as-builts, GIS layers, prior locate reports) for prior trench-cut repairs, irrigation runs, secondary feeds, and abandoned lines that have left a surface signature during a previous excavation.
  • Before leaving the yard, set the surface expectation: which APWA colours you expect to find, what fixture density matches this footprint (rural lot, dense campus, industrial), and which indicators would be a surprise for the scope.
  • Photo-log the pre-field hypothesis in the field tablet so the on-site walk can be compared to it line by line — what was expected and what was actually visible is one of the most valuable pre-sweep artefacts.
PHASE 02
On-site structured walk (perimeter → interior → tie-lines)
A drafted surface-indicators map for the site — every visible color, flag, fixture, patch, and depression photographed and placed on the prelim sketch — that the geophysics pass reads against rather than explores blindly.
  • Start at the perimeter, where the public right-of-way meets the property. Walk the boundary first; demarcation markers (meters, curb stops, property-line cleanouts, valve boxes) belong on the surface map before the interior does.
  • Move inward on a transect grid after the perimeter pass closes. A 1–1.5 m transect spacing catches short service stubs and lateral branches; a perpendicular tie-line every fourth pass catches utility runs parallel to the transects.
  • Photograph each indicator individually, not as a single overview shot. The close-up is what survives a later review and what lets an absent team member (or the customer) reconstruct the walk.
  • Sketch indicators onto the prelim field map immediately — colors and flags, fixture positions, patch / scar outlines, sidewalk depressions — so the surface vocabulary lives on the page the geophysics pass writes against, not in a notebook.
PHASE 03
Closeout + photo log + 99/98 verification
A surface-indicators layer that the closeout summary can hand the customer, including the 99/98 post-dig paint verification that confirms the marks remained readable through the project.
  • At closeout, run a second short pass of the surface walk to confirm nothing changed mid-engagement — fresh utility markings, new trench-cut scars, a meter that was uncovered during the sweep.
  • Verify each marked paint color with the 99/98 step: paint remains legible (99) and in the right colour (98). A flagged surface indicator that fails 99/98 needs a re-locate, not a re-mark in the report.
  • Bundle the surface-indicators photos with the field sketch and the geophysics report so the customer reads the same vocabulary on the closeout map that the team read pre-sweep.
  • Close the loop with a plain-language summary: what the surface told us before equipment was powered on, what it told us at closeout, and what would change if the site grows or the next contractor arrives without that context.
Plain-language summary for the customer

The single sentence that travels with every residential or small-commercial closeout: “The surface vocabulary we read on the perimeter-to-interior walk confirmed the indicators in the geophysics report and they read the same way at the 99/98 verification at closeout.” That sentence, in the kick-off email and on the closeout summary, prevents both the “the sweep found nothing” framing error and the “why did no one tell me about the unmarked lateral” surprise after mobilisation. It is small, it is plain, and it does most of the surface-vocabulary work the team needs to do outside of the field report.

Common errors

Six pre-sweep mistakes worth flagging

The lesson collects the entry-level pre-sweep calls we see show up on early-career scopes — the kind a structured walk prevents before any equipment is powered on, and the kind a clean 99/98 verification prevents at closeout.

Recalling flag colour from memory rather than reading the mark
Signal in the field

A technician reports "I saw a red flag at the back of the lot" but the photograph and field sketch only confirm the flag was present, not its colour. The colour drifts in the field notes over the day.

Corrective move

Force the colour read onto the surface map at the moment of the walk — a colour swatch, a coloured pen, or a photo with the colour bar visible. Recollected colour is unreliable; recorded colour is the finding.

Ignoring APWA paint because the mark is faded
Signal in the field

A faded yellow paint mark at the curb is dismissed as "old paint, irrelevant" and the team plans around it as if no gas utility is present, even though the original mark was placed by a gas locator that week.

Corrective move

Read paint as part of the same vocabulary as flags. Faded paint is not absent paint — it is paint whose UV exposure has eaten the dye but whose surface signature remains readable. Pothole or otherwise verify before any excavation crosses the line.

Skipping the perimeter for the interior sweep
Signal in the field

A team arrives mid-morning and runs the interior sweep first to "save the closest cells for last"; the perimeter is walked hastily after the geophysics pass, and the demarcation markers are not on the surface map.

Corrective move

Force the sequence: perimeter first, interior second, tie-lines third, geophysics fourth. The perimeter carries the demarcation context that the interior reads against — without it, the interior sweep is a set of unanswered transects.

Treating meters as definitive coverage
Signal in the field

A residential customer points at the water meter at the property line as "the only thing that matters here". The team accepts the meter as the boundary and plans the sweep around it without reading the surface beyond it.

Corrective move

A meter is one indicator on the same surface vocabulary, not the boundary of utility presence. Walk past the meter and read the surface band site-side of it — abandoned laterals, irrigation runs, secondary feeds all leave indicators the meter does not tell you about.

Ignoring pavement patches and trench-cut scars
Signal in the field

A small colour or texture change in the asphalt — a recovered trench-cut from a prior water main repair — is treated as cosmetic and walked past. The geophysics pass later reports "no targets in this corridor".

Corrective move

Treat every pavement patch and trench-cut scar as a positive indicator of buried infrastructure. The prior repair would not have happened without something to repair; record the scar on the surface map and flag the corridor for higher sweep density.

Sweeping while the GPR is still warming up
Signal in the field

A team arrives, energises the GPR cart, and starts the interior sweep immediately. The first transect reads a low signal-to-noise layer for the first few minutes because the antenna has not stabilised, and that transect is the one the report cites.

Corrective move

Use the perimeter pass as the GPR warm-up window. Walk the perimeter — read the surface, sketch the indicators, photograph the indicators — while the geophysics stabilises, and only begin the recorded interior sweep once the equipment is reading stable.
